Despite the softening, London is seen as strong value compared to other luxury locations and concerns around the impact of conflict on the property markets in Dubai and Abu Dhabi is driving caution in purchases in these regions.

There have been no official announcements regarding Capital Gains Tax changes but it has been largely speculated that primary residence exemption could be removed for high-value properties or other CGT changes could be implemented in the near future.

The UK government is also introducing a High Value Council Tax Surcharge (often referred to as the ‘Mansion Tax’) from 2028. This targets properties valued above £2 million, with council tax surcharges ranging from £2,500 for properties valued between £2m and £2.5m, and up to £7,5000 for properties valued over £5m.

While stamp duty is paid by the buyers, the tax impact is expected to be absorbed by sellers, as sale prices will be reduced to reflect the additional tax costs.
