Renters’ Rights Bill Enters Final Stages

On 8 September 2025, the Renters’ Rights Bill entered its final stages on the road to becoming law. During these last stages, parliament will piece together the final version of the bill. It’s taken around a year to reach this stage, with three readings, a committee stage and report stage in the House of Commons and then the House of Lords.  

In the final phase commencing in September 2025, both houses will consider the amendments put forward by both Houses to date. They may also introduce further changes as they seek acceptable compromises.  

Broadly speaking, the bill is intended to provide greater security and raise standards for tenants in private rented properties. However, there has been some uncertainty about which proposals will make it into law, and how these will be rolled out.  

These are some of the measures under discussion: 

• The introduction of Awaab’s Law and the Decent Homes Standard to the private rented sector, dealing with health and safety issues – in particular damp and mould.  

• ‘Pets in lets’ set to become widely accepted, with landlords to accept reasonable requests to own a pet unless there are health and safety concerns. 

• A new ombudsman and private rented sector database, which would be compulsory for private landlords. 

• The end of fixed-term tenancies with proposed exemptions for purpose-built student accommodations. 

• The abolition of evictions under Section 21, and updated grounds for possession under a Section 8 notice. 

Once the bill has been agreed by both Houses, the Bill will reach its final point, receiving Royal Assent to become law. Of course, this is not the end of the story for landlords. While there is no timeline at present, the changes introduced in the Act will come into effect at some point after this date.
